Aside from the war
in Sudan's western Darfur region and a handful of
other simmering conflicts, relative peace has
settled across the African continent. Peace accords
have been signed for southern Sudan and Senegal.
Ceasefires are in place in other countries. But
analysts warn that underlying causes of remaining
conflicts on the continent must be addressed to
avoid a return to more widespread unrest in Africa.
Liberia, Sierra Leone, Angola. All of these
countries had peace accords that led to elections
and raised hopes that years of conflict were finally
coming to an end.
And then war resumed.
Those nations are now at peace once again. But
complaints about corruption and cronyism have been
mounting in Sierra Leone and Liberia - two countries
that analysts say could easily be destabilized if
war resumed in neighboring Ivory Coast.
The number of African nations at war has
diminished significantly in recent years. In the
past month alone, two of Africa's longest-running
conflicts, in southern Sudan and Senegal's Casamance
region, came to an end with peace accords.
Efforts are underway to bring peace to Somalia,
Uganda and Sudan's Darfur region and to consolidate
peace in Burundi, Congo and Ivory Coast.
But is peace enough?
Herb Howe is professor of African studies at
Georgetown University in Washington and has written
extensively about conflict in Africa.
"My worry is that the underlying problems,
causes of African conflict, are not yet really being
resolved. Until those problems - for example,
corruption, kleptocracy, ethnic and religious
opportunistic appeals - have been addressed, we're
going to have problems, " he says.
Howard Wolpe is Africa program director of the
Woodrow Wilson International Center for Scholars. He
says that some foreign assistance programs have
unintentionally reinforced the inequities that
helped lead to conflicts.
"In Burundi, for example, in the past,
foreign assistance dollars largely reinforced the
efforts of a state that was dominated by a small
sub-group of the Tutsi minority. So the foreign
assistance dollars had the effect of further
entrenching the minority and paid little attention
to the exclusion of the vast majority of the
population and various kinds of discriminatory and
exclusionary policies that were in place," he
says.
Mr. Wolpe, who has served as a U.S. special envoy
to Central Africa, says donors need to think more
long term about the assistance they offer.
Stephen Morrison, Africa program director of the
Center for Strategic and International Studies, says
this is especially true once a peace agreement has
been signed.
"Simply getting a compact negotiated is only
a first step. And we've seen it in all these cases
they require continued reinvention,
reinterpretation, redefinition of targeting and goal
and renewal of international and regional commitment
to move these things forward, " he says.
African leaders have considerably stepped up their
involvement in peacemaking on the continent, namely
through the African Union. South African President
Thabo Mbeki has just visited both Ivory Coast and
Congo. Despite the presence of peacekeepers,
fighting has broken out in those two countries in
recent months.
Mr. Morrison questions the sustainability of
maintaining a costly, unstable peace in countries
such as Congo, where there are at least 12,000
peacekeepers.
"It's the most expensive peacekeeping
operation ever in the history of U.N. peacekeeping.
It has to continue to show that it's making some
progress in order to sustain interest in the part of
the U.S. Congress and the other parties in the
Security Council that are paying most of these
bills," he says.
Ahmed Rajab, editor of Africa Analysis in London,
says that Africans realize they must do what they
can to help themselves.
"People are now sort of looking at
themselves and trying to see how we can try and use
our own resources, limited though they are, to
improve our conditions; how we can utilize
traditional mechanisms of negotiations, for example,
as we have seen in the Republic of Somaliland where
they have used the traditional mechanism of conflict
resolution to solve that problem," he says.
Somaliland clan elders have met for talks in
areas of conflict in the self-declared republic,
rather than abroad, to maintain close contact with
those involved. All members of the community are
allowed to attend and the agenda is open to
encourage wide-ranging discussion.
Mr. Rajab says although Africa is growing more
self-reliant in problem solving, it still needs the
support of the international community, especially
in regard to the African Union.
But he says the West can best help by refraining
from interfering directly, taking sides or passing
judgment. The African Union, he says, can take the
lead.

were nominated
from the 4 major

minority group
inhabitant ofSomalia,
as a result of 2

Talks in
Nairobi, Kenya.
Mr.
Yusuf has a well
documented
records of
systematically
torturing and
murdering his
adversaries and
political
opponents.He is a
career military
man who for 3
decades has
opted to solve
differences and
criticism by
using coercive
force.
VIOLENCE
AGAINST THE
SOMALI MPs
PRESENT IN KENYA:
Early
in November, Mr.
Yusuf nominated
Prof. Gedi as
the PM.Then in
December 11, the
Parliament
approved a vote
of no confidence
against the PM
who did not
respect the
Charter of the
Transitional
Federal
Government of
Somalia (TFG).Since
then, the MPs
have been
verbally
harassed and
physically
beaten up by
henchmen paid by
Mr. Yusuf.So far,
several MPs have
been
hospitalized:
namely: Mr.
Hassan Deeq who
received heavy
blows in the
head and had
several broken
limbs, while MP
Aisha Abdulle
was wounded.However,
the most
mysterious case
is reported on
20 December when
friends of MP.
Seraar a strong
opinionated
person declared
him missing and
his whereabouts
unknown.
MPs
FEEL UNSECURE
AND DEMAND
RESIGNATION OF
MR.YUSUF AND HIS
PM
The
MPsare
unanimously
demanding the
resignation of
both the PM, Mr.
Gedi together
with the
President, Mr.
Yusufsince
some of their
colleagues
received
physical
injuries while
others wereverbally
intimidated over
the phone by the
PM, Mr. Gedi.Abusive
phone
conversations
fromthe PM
with other MPs
are recorded.
While
in Kenya, the
MPs can received
prompt
protection from
the Kenyan
police as well
as reliable
emergency
medical care,
they fear that
if they accept
the leadership
of such violent
men, Mr. Yusuf
and Mr. Gedithen they
might submit
themselves to
heavier
injustice when
everyone returns
in Somalia.Mr. Gedi
is supported by
another
notorious
warlord, Mr.
Mohamed Dheere
who has
massacred
civilians from
his own clan in
the town of
Jowhar, Central
Shabelle region.Mr;
Dheere has
publicly
announced that
he will teach
lessons to any
MP who
criticizes the
administration
of Gedi and that
in his hometown
is the rule of
the gun that
governs not the
rule of law.

THE VIOLENCE

Security has
condemned the
violence and
solicited the
Kenyan
president, Mr.
Mwai Kipaki to
intervene and
request the
immediate
relocation of
the Somali
Government in
Exile back to
their homeland.There is

behavior will
spill over and
affect their
stable and more
law abiding
society.

Abdullahi Yusuf

to the now

and shot him. On
August 17,
Abdullahi
Yusuf's
bodyguards
killed Sultan
Ahmed Mohamoud
Mohammed, a UK
citizen, after

convoys of Yusuf
and Mohammed
passed each
other on the
road
approximately 2
miles south of
the Puntland
town of Garowe.
Yusuf claimed
the death was
accidental and
that his men
only were trying
to stop Mohammed
to question him
and fired to get
the attention of
the convoy.
Witnesses
claimed that the
killing was
intentional.
According the
press reports,
Mohammed was
targeted by
Yusuffor
arrest as a
religious
extremist. No
action was taken
against those
responsible by
year's end.”

independent
expert visited
Bosasso, "Puntland",
from 29 to 31
August 2002.
"Puntland",
located in the
north-east of
Somalia, and
previously noted
for its relative
peace, has been
the scene of
significant
violence during
a period of
constitutional
crisis.
Controversy over
"Puntland's"
leadership had
been
increasingly
vocal since June
2001 when Mr.
Abdullahi Yusuf,
whose term ended
on that date,
claimed that
Parliament had
extended his
mandate.
A number of
"Puntland's"
traditional
elders, meeting
in July 2001,
rejected his
claim to an
extended mandate
and named Yusuf
Haji Nur, "Puntland's"
former chief
justice, as
"acting
president"
until the
election of a
new
administration.
The elders then
convened a
general congress
in August and on
14 November 2001
elected Jama Ali
Jama for a
three-year term.
As a result, a
number of
intermittent
battles for
leadership over
the course of
the following
months ensued.
While there were
significant
differences in
reports as to
the scale and
impact of the
conflict, the
most consistent
and credible
allegations
would suggest
that about 50
people were
killed,
including both
combatants and
civilians, and
an additional
150 wounded”.
In
view of the
violent behavior
and criminal
history of the
Somali elected
president in
exile, Mr. Yusuf,
the parliament
must request the
RESIGNATION of
the president
and his PM, Mr.
Gedi because it
will be
extremely
difficult for
them to gain
back the
confidence of
the people.
It
is then up to
the Parliament
to seek and
appoint a very
astute political
strategist as
new president of
the government,
a person who has
a vision and
leadership
capacity to lead
the fragmented
nation toward a
sustainable
peace.
